Spottsville, KY ~ The then 23-year-old was abducted 13 years ago while sunbathing on Newburgh Beach in Henderson County, Ky. She was reported to have been dragged off the beach on Aug. 26, 1995, by a man with a gun.  Days have turned into months and months have turned to years with still no sign of Heather.
